Default Building new PC
I have about $1k to work with and plan to build, just unsure what to get to make the game run better than ok. Currently working with Intel Core 2 Duo E8400 3GHz Desktop Processor and GeForce GTX 260 and it runs like garbage on low settings. It was so bad I just uninstalled everything and decided to wait until I was ready to rebuild. The computer we have now was originally built to run Crysis which it did beautifully but its just not enough anymore. Once you add EP'S and mods to your game it goes crazy in cpu needs. This is what I was thinking:

Dont hijack other peoples threads please.

A lot of unnecessary things in your build. You didn't choose a K type CPU so you won't be overclocking, but since you won't be overclocking you don't need a third party CPU cooler and thermal paste. The stock cooling solution is fine at stock speeds. Also you don't need 16GB of RAM for gaming. 8GB is good enough. You also don't need the extra fans.

Total comes out to $984.89, it has a WD hdd instead of Seagate which is better, and a stronger GPU. The corsair case i picked out already has an exhaust fan and intake fan.

With a 1k budget you can get a good gaming computer but your parts so far are really bad and your wasting great money.
Here is my build https://pcpartpicker.com/b/GRX and I came in under 1k with it originally and it runs the game great even with about 20gb of cc.
I'd say go with the i5-4670 since you won't be overclocking
and as far as a case try the Fractal Design Define R4 it's a great case and cooling in it is good i hear or you can go mini itx like I did to save space and still have room for great components.
I agree WD is alot better then seagate but since you have a ssd and the evo is the best choice it will do and save you money for other things like a graphics card.
Now for that the 650ti is a terrible choice (not to be mean or anything) but the performance you'll get from it is terrible compared to amd graphics cards or newer nvidia ones.
If you want I've put together a list for a great gaming computer for under 1K that will run everything at 1080p on max and higher. Good refernce for others too.
