You'll need SimCity 4, a completely different game, to create neighborhood terrain for The Sims 2. Also, Sims 2 only takes small SimCity 4 terrains. This means that Pleasantview, Strangetown, Downtown, Twikkii Island etc. are all small terrains, all the same size, and that's the only compatible size.
