I'm trying to find mods or ways to adjust pool depths in the Sims 2, I can only find ones for the Sims 3, but is there a way to do it in the Sims 2 without raising the top of the water out of place?

I don't think that's possible. You can make water slides and pool windows with cheats, but adjusting pool depths is outside of this game's meachnics.
