I believe this site has a tutorial posted, but I can try to help out

After downloading the file, open it and the Sims 3 launcher should automatically come up and install it to your Sims 3 game. (Instructions on how to download and install to your game here: http://modthesims.info/wiki.php?tit...g%20TS3%20Packs)

Go to the town you want to place the house.
Go to the Options menu (button in bottom left corner with 3 dots on it)
Go to Edit Town
An interface should come up with 3 tabs: One with a picture of a white house, one with a picture of a house outlined in white, and then one with a bench. Click on the second tab with the outlined house (link of image)
Pick the pre-built house you want to place in your town (your downloaded homes should be here if installed into game correctly)
Click "place copy" and place the pre-built house on a vacant lot of the same size or bigger (lots available will be blue with a box outlined in white). From there, you can rotate the house to face the direction you want or, if the lot size is bigger than the house, can move the house forward, back, side-to-side, or place in the middle of the lot.
