Default Can't Place Hospital On 40x40 Lot
The lot is supposed to be big enough to fit the hospital rabbit hole, but the game won't let me post it anywhere on that lot. The lot has a street on one side and sidewalks on the other three sides. Is that part of the problem? Should the lot have one side without streets or sidewalks?

I've had this happen for no apparent reason, and I don't know why. Have you tried using the moveobjects on cheat? That usually does the trick.
