I'm looking at SimPE, wondering how the heck to make a couple of different objects or if what I want to do is even possible.

1. A tank-thing that works like a bed. The object I want to create would be something like a bacta tank/ cylon resurrection chamber. Would it be possible to create a subset that looks like a transparent liquid, that the sim could lie inside?

2. How much can be done with the BV food stands? Can you change their appearance with new meshes and texture maps? Can they serve custom foods? Where do they appear in Object Workshop?

1 - Yes. You can make things properly transparent by playing with the alphas in the txmts.

2 - No idea, never looked. I imagine they can change their appearance. Probably also their food, although I'm less confident with that.

Is this manuver sort of like replacing an opaque TXMT with a glass one?

M'kay. Where would I find a liquid TXMT? Would the watery bit of an aquarium work? And would it be possible to change the color of the liquid?

Easiest is to import either an animated txmt and make it transparent, or import a transparent txmt and make it animated. Then use a cell animation to make it look watery. Actually borrowing water effects from other objects is quite tricky. There's pretty exhaustive info in the wiki about the txmt options.

Pix: right now they're just a couple of objects I'm messing with. If I can make them look right and work right, I'll eventually upload them.

The frame subset (the tank part) looks ok. I've tried placing the water part in the pillow subset, the box spring subset, and the opacity plane subset. But when I try to replace the TXMT, the water still appears opaque. I tried the tutorial on adding a subset and messed it up royally.
