WCIF This hairstyle

I'm asking where can I find this hairstyle but I'm pretty sure already that it's not available anywhere, so my real question is: why didn't anyone made this hairstyle already and is someone willing to make it? I've always wanted to have that hairstyle for my sims, I think it looks so cool and nostalgic, and I love me some maxis match.
