I can't remember for the life of me who created this hack, but I used to have it a long time ago before adding in copious EPs. It was a "voodoo bottle" thing that had many options, and I can't remember most of them, I only used a few, but the one function it had that I'm specifically looking for now, is the instant love feature. It brought 2 sims relationship with each other up to 85, and you just had to do one flirt action or something along those lines, and TAADAA! instant love. So, I guess it really doesn't have to be that one in particular, just some mod that has that ability or something similar.
I kinda guessed it might be someone who stopped creating and it got moved to the Graveyard, but that site doesn't seem to be working, so I can't check there.

EDIT: thank you, I didn't do any searching other than within websites, because everytime I try to search the whole web, the only thing that comes up is porn.

It's by Carrigon at Sims2Workshop -- which I was fairly sure of just from memory, but a Google search for 'sims voodoo bottle' confirmed it extremely easily, just for the record.
