Unfortunately SimPE is the only tool of this kind available since Darkmatter et al abandoned Datgen.

As Far As I know SimPE is one of the only programs that works for this.

I too can't get on with SimPE . I loved Transmogrifier it was so easy to use . I have re-coloured some of the Maxis originals with Wizards of SimPE , but when trying to re-color Downloads , I usually end up re-coloring the original and then ending up with about 6 of the same colour and although I've tried deleting them , they still show up in the game !!!
