Is it possible to create a shelf that would slide up and down freely when a particular key combo is pressed, even when it's not near a wall?

For instance, I would like to be able to place it freely without grid snapping when I hold alt, but when I hold alt+shift it would slide up and down the way paintings and shelves do on walls.

If this is doable, how would I achieve this?
