The people creating mods aren't magicians - they're simply brainy people who are willing to poke around and learn a little bit. You didn't mention WHAT you want to create -at all- so we can't even tell you A) whether it's possible yet or B) what you would need to do to start learning.

VERY few things have full tutorials at this point in time, so for most beginning modders, unless you're really willing to do a lot of research yourself, it might be worth waiting a few months until things have developed further to jump in.
