Here are some suggestions:

1) Try typing the cheat "moveobjects on" before placing the foundation. Be sure to turn it off afterward.

2) There may be a stuck object. You can use the Stuck Object Remover at MATY to clear the tile. Here's a link:

After installing the CC, run your game and you'll find a box (yellow?) in buy mode under Misc / Misc. Take the object and place it on the tile that you're having problems with. Then, delete the object.

3) If neither solution works, then there may be a stuck vertex object. These are special objects which are stored on the grid points of the lot, rather than inside of the tiles. Examples are fence post lights. The lot package has a special record (VERT) for these objects, and the only way to fix this problem is to remove that record from the lot package using SimPE. This is a relatively safe operation; it will not delete the objects, just the data which blocks placement of objects.

If you are comfortable using SimPE, just backup your save game and then open the lot package in SimPE and delete the VERT record.

If you are not comfortable doing this, let me know. It will take me a while to get you some more detailed instructions.
