Comparing that to
the magic table, the graphics card in that computer - a radeon HD 6450 - is also not up to playing TS3 (not even basegame). Also, while the rest of the parts are good, iBuyPower is a terrible company with shit customer service who don't honour warranties, so I suggest you stay away from them.
Unfortunately Staples don't have a decent filtering system for graphics cards, but these five are the only ones on their site which meet the other requirements (good CPU, good amount of RAM, manufacturer not a bunch of twats):

None of those are going to work. Of the three which list their graphics cards, they're all too weak for TS3 (even that ridiculously overpriced all-in-one); the HP machines, helpfully, have their graphics processors listed as "Windows 8".
Is there a particular reason why you've been using Staples? A better bet would probably be newegg.
Edit: Having done battle with newegg's almost equally terrible filtering system, I've come up with this list of results, all of which (I think) will run TS3 with all EPs well:

Bear in mind this is open-ended - I've put in the minimums but no maximums, so there are some machines in there which are very expensive and far more powerful than you need. A few possibilities do pop up:
This one is at a good sale price. It's not amazing, but it's easily good enough for TS3. I don't know anything about the manufacturer, Avatar, so you should look up some reviews if you're considering buying from them.
This is another from the same company. The graphics card isn't quite as good, and for just $30 extra, I'd go for the first one over this.
This is another Avatar one, a very nice machine for the price, but is out of stock. If they plan to restock, it might be worth waiting for.
This one is an ASUS, so a good brand. The specs are very nice and it's a good price, too.
Bear in mind that none of those come with a monitor, you'd have to buy one separately if you don't already have one.
