I've tried to make mirrors shiftable but ran into the same issue. The mirror animations are "locked" into a specific height which would align with the sims' head.
Edit: if you want to make mirrors shiftable yourself, it's very easy:
1) Open up
S3OC and go to Cloning \ Normal Objects.
2) After the list finishes loading, scroll to your desired object and right-click it, then select Export To Package, and name the resulting .package. For convenience's sake, you can also go to Tools \ Search and input "mirror", selecting Resource Name and the appropriate kind of object (Normal Object).
3) Open the resulting .package in S3PE, select the OBJD resource and click on Grid. A new window will open with various properties; find the "WallMovementFlags" section and expand it by clicking on the little arrow next to it on the left.
4) Find the "[11] CanBeMovedUpDownOnWall" flag and double-click the field to the right. The attribute will change from False to True.
5) Click Commit, save your .package, and put it in your game. Voila!
If your package is separate, you only need to open it in
S3PE and export the OBJD resource.
