Default Meshes not showing up.
What causes a mesh to not show up ingame?
I'm thinking of hair and body meshes here.

Is it the mesh itself or the filenames?

If it's a new mesh, there is animation data (yes, hair is animated) that may not get transferred with the current tools.
If you're just doing a clone with a copy of the original mesh, then it's a filename hash or the reference from the GMND to the GMDC, which COULD be related to the TGI value.
You can try going through and 'fix TGI' on all the RCOL sections (these generally are the ones with a non-zero subtype value). Then save and go through and check the reference value in the CRES (it points to the SHPE) and the reference tab in the GMND (it points to the GMDC) and make sure the last three values match the target.
