I've been searching hard for a a mod that unlocks personality specific abilities such as this

any sims and not just sims with 0-2 nice points can do crank calls

any male sims can pee in bushes not just lazy sims

any sims can skip not just playful sims


and so on, anyone know where i can find a mod like this or how i could make it myself?

I dont know if anybody has unlocked them all, but I do know some of them were unlocked here and here. I dont think the ones you mentioned are included, but several others are, and you might be able to find more unlocked interactions by exploring those pages, as well.
