Would we only decorate the outside of community bulidings and then choose the purpose of it?

I'm sure theres bound to be a cheat that will let you customise the townies houses and everywhere else, and another cheat similar to sims2 'Aging Off' which will stop the locals from automatically making changes to certain lots you have customize yourself.
