Perhaps the Raw View is available only in Advanced Mode. You can activate the Advanced Mode in SimPE's Preferences ("SimPE Settings" tab).

Thanks Numenor, that did the trick, it's now showing the Raw View tab. I tried setting it to Advance Mode before but to no effect, that was before I reinstalled though. Reinstalling obviously fixed whatever the problem was that was preventing the Raw View tab from showing.
