This user has the following games installed:

Sims 2, University, Nightlife, Open for Business, Pets, Seasons, Bon Voyage, Free Time, Apartment Life
Default Default Populated + Empty Hood
I saw this thread http://modthesims.info/d/520751 about empty stealth hoods. A number of noregen nospawn hacks are required to keep all the townies and default npc's from popping up all over the empty hood.

Are the hacks are game-wide? If so, then it looks like the default neighborhoods (which I DO want spawning sims in) will be affected as well as an empty hood I create -is that right?

I'm guessing I can restore the default neighborhoods afterwards by either removing the noregen nospawn hacks or by restoring the Maxis hoods from the Program Files directory. Yes? No? Advice?

The no respawn mods only stop the game making new townies they don't stop the ones that come with the templates-Pleasanview townies like Goopy.
You need clean and empty templates to be rid of him and the no respawn mods. http://www.modthesims.info/showthread.php?t=545905
Yes the mods are game wide. You can have both if you let all the townies spawn then put in empty templates for a custom no townie hood after that.
Maxis hoods can be reset from the installation files although realize they all come corrupt. You can get cleaned up versions of these.

Yeah I kinda figured that playing a clean slate hacked hood wouldn't work concurrently with any other default spawning hoods simultaneously.

So if the default hoods are corrupted from a fresh reload from Program Files (which is what EAMaxis advise) then I'm guessing I need something like these: http://meetme2theriver.livejournal.com/63030.html

This thread was interesting too: http://www.modthesims.info/showthread.php?t=525389 Sounds like given the out-of-the-box FUBAR'd hoods that Hood Checker is an absolute Must.. even with cleaned up default hoods. And the concensus seems to be that All default hoods are equally prone to being corrupted from the get-go.
