"quarter walls"?
Everybody seems to talk about these "quarter walls"...

Is there any tutorial on how to actually create those?

I've searched this forum for an hour now constantly finding threads where people talk about using "4-step-walls", but noone said anything about how to create them in the first place...

Default Quarter Walls
I think I know which walls you are talking about. Check out this site, http://mikeinside.modthesims2.com/. Mike has some good tutorials and one is making a wall whatever height you want. I just used it in my house I uploaded in the lots section under residential lots. Check it out and see if thats what you are looking for. The part of the house I have the quarter walls are in the garage and sunkin living room. You have to look closely towards the bottom to see where the quarter wall meets the full wall. I hope this helped you. If this isn't what you were referring, then I'm sorry but I don't know any other way to make the different sized walls.

Another quick easy way is to use the gabled roof tool inside the house, it makes a 1/3 height wall and you can have it extend directly from normal height walls.
The only time it gets a little buggy is when you place it against an external wall, if the eaves of the house don't cover it you'll end up with an odd roof fragment sticking out of the wall.
