Although this is technically an apartment lot, sims who are down on their luck can stay here free of charge and have access to the basic living amenities they need to get back on their feet. I was inspired to build this as a starting point for a "rags to riches" story. Sims avoid having to rent out a room by sleeping in tents at one of two locations; 1.) in the abandoned house on the far side of the river, or 2.) under the bridge. Basic, yet free, meals are served during most hours of the day in the Salvation Army like building (shelter). In addition, the shelter provides many opportunities for down and out sims to gain job opportunities and skills as there are many skill building objects (bookcases, chess table, piano, etc.) located there. In order for the kitchen in the shelter to work, you must have the mod referenced below installed.

Although sims may live on the lot for free, there is one caveat. In order for your sims to leave for work or visit a community lot, the game requires them to have rented out an apartment. For this reason, I made a 1x1 "micro" apartment in the basement of the abandoned house and cost only $10 a week to rent. If you want your sim to start from absolutely zero family funds, they may first work in the shelter's kitchen, then rent the apartment, then move onto a career.

I should mention that the game replaces the floor underneath the bridge because the bridge is constructed off lot and on top of the original road. To fix this, just change the lot to residential, save and reload the lot, turn on "moveobjects on" cheat, delete the road flooring, and then finally change the lot zoning back to apartment and then save.
