This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This is a new mesh, and means that it's a brand new self contained object that usually does not require a specific Expansion pack (although this is possible depending on the type). It may have Recolours hosted on MTS2 - check the sidebar.

In Memory of Georges Wolinski

Georges Wolinski was a French cartoonist and comics writer. He was killed on January 7, 2015, in a terrorist attack on Charlie Hebdo along with other staff.
Google puts it in a way that gives more importance to his death than his life, lol. He indeed died unfairly, a couple weeks ago, at age 80, along with a dozen other harmless people who were just doing their job.
Wolinski didn't only work for the Charlie Hebdo though, he published many of his own cartoon books too. I've been reading them since I was 18, if not younger. They contain a lot of vitriolic humor. I am talking about low, mean jokes. Sketchy little drawings with a sloppy feel, men vs women humor, and adult cartoon stuff. Good stuff. Funny stuff. Wolinski's art is absurd, cocky and extremely funny.
My purpose here is not to give away all of his work for your Sims 2 game. That would be difficult, he worked with 40 different newspapers and magazines along his life. He really made a lot of material, which I would prefer you discover for yourself. I am giving you just a small sample so you might get the spark and search for more for yourself later.

I also suggest you to go to your local library or book store and look him up there... only if you are 18 or older ! Even if you don't understand french, most of his drawings speak for themselves.

If you decide to not use the glasses, I suggest you remove my pockets-under-eyes (costume make up) from his face. Glasses sometimes add a shadow around that area, so with glasses it's fine, but without glasses it looks a bit too dark.

I had tears when I finished the sim. Wolinski should be up and alive and doing his everyday stuff, like this sim will. People suck.
Georges Wolinski was 80 years old, talking with coworkers at Charlie Hebdo's, when his life got abruptly taken away from him (and their life taken away from all of them, journalists and artists mostly). I made him an elder sim. If Photoshop or could let me undo that terrible day, I would do it, and his life would just go on like it was.
If you want him to have the Artist University career, or another cartoon-related or art-related custom career that doesn't suck (like most elder careers do), make Wolinski the sim as an adult, get the job while he is an adult, then you can turn him back to elder age if you prefer (I prefer).
Everything you see on the sim is included, no mesh or anything else needed,
except maybe for the glasses. Sometimes you pack a sim and accessory meshes just don't follow. From what Google image tells me, Wolinski didn't always wear his glasses, so, it's your call.

The woman refers to how Wolinski depicts and treats women in his cartoons. He is... not kind. The little guy in the third painting is Wolinski drawn by himself. He's in many of his own cartoons.
